How to Register as a Government Supplier in Indonesia: Two Doors People Keep Confusing

There are two separate account systems, and almost every newcomer mixes them up. To bid on tenders and direct awards through an LPSE — the electronic procurement service each agency runs — your supplier account is created at sikap.inaproc.id. To sell through the government e-catalogue instead, you need a different account at akun.inaproc.id. Registering as a government supplier in Indonesia carries no fee from LKPP, the national procurement agency, and the forms take roughly 30–45 minutes. The document check afterwards is what takes time. All of it was checked on 28 September 2026.

This is not a trivial mix-up. Every month somebody finishes a registration, then cannot work out why the bid button is still missing.

The two doors

The difference is what each one checks. SIKaP verifies the company through its tax number, with an officer inspecting your original documents as proof. The other verifies the person first, through e-KYC — a selfie and an ID card scan — and only then pulls company data from your business licence in OSS.

How to register as a government supplier in Indonesia, step by step

The flow is identical at every LPSE; registration has been centralised for years. You do not register again at each agency.

1. Open any LPSE site and click "Pendaftaran Penyedia" in the top right corner. The link points to SIKaP.
2. Enter a company email address and the security code. The system sends a message titled "Selesaikan Pendaftaran Akun SPSE Anda".
3. Follow the confirmation link, then fill in the second form: legal form of the business, head office or branch, and the tax number.
4. Press the Cek NPWP button before filling anything else. It checks the tax number for validity and duplicates — if it is already registered, you stop here.
5. Set a password of at least 8 characters with upper case, lower case, a digit and a special character. The indicator has to turn green before you can continue.
6. Complete the company details, then choose the LPSE that will verify your documents.

You bring the originals to that office in person. Readers near Sidoarjo will find LPSE Kabupaten Sidoarjo at the UKPBJ office, Jalan Diponegoro No. 14, open Monday to Friday from 08.00 to 14.00 WIB. Six hours a day, so do not plan around normal office hours. The choice does not lock you in — the verification location can be moved later from the same menu.

Three things you cannot redo

The catalogue account involves a few one-way decisions. These are the ones people regret later, and there is no undo button.

1. An ID number can be registered once, ever. If verification fails, do not open a second account — that number is already tied to the first one and cannot be reused.
2. The email must be a personal domain such as Gmail, not a company address. The reasoning is practical: when that person resigns and loses the mailbox, the account and its one-time codes go with them.
3. The company address locks once verified. A delivery address can still be edited; the company address cannot.

Documents for the access stage: the business licence, proof of tax compliance status, a statement of ownership or power of attorney, a VAT or non-VAT status statement, a letter of employment, and a photo of the company tax card. PDFs are capped at 2 MB each, and the employment letter is skipped for a Director. One rejection cause is stated outright: a company name or tax number that does not match the tax card photo exactly.

The qualification data almost nobody fills in

Qualification data at penyedia.inaproc.id has four tabs: business licences, staff, past work, and equipment. Licences can be pulled in automatically with an OSS integration button, after which they cannot be edited by hand. Whatever you enter stays marked "not yet verified" until a tender you have entered reaches its qualification stage. There is no way to verify it in advance, so filling it in early is time saved when a package appears.

Our own view: a small technology firm should not chase large tenders in year one. The realistic door is the direct award, whose ceilings are set by Perpres Nomor 46 Tahun 2025 — at most Rp200 juta for goods and other services, Rp100 juta for consultancy. Internal systems and small applications turn up there often. Being registered is not the same as being invited, though: officers look for suppliers whose data is complete and who have visibly done similar work. The real cost is not money but calendar — two to three weeks of gathering documents and working around LPSE hours.
