Android app development cost in Indonesia usually lands between Rp15 million and Rp150 million. That is a wide band, and it should be. What sets the price is not how many screens the app has โ€” it is how many other systems the app has to talk to: payments, warehouse stock, couriers, or customer records.

Roughly: a catalogue app with a button that hands the order to WhatsApp finishes at Rp15โ€“30 million. An ordering app with online payment and an admin panel usually runs Rp35โ€“80 million. Once you need real-time tracking or a live link to warehouse stock, you are in Rp80โ€“150 million territory, sometimes past it.

Look at the jump from simple to mid-range. It is rarely about how the app looks. It comes down to one word: integration โ€” wiring the app into other systems so data moves on its own instead of being retyped. Every connection has to be tested, and every third party has its own rules.

Four Things That Quietly Raise the Price

When two quotes for "the same" app differ by a factor of two, it is usually one of these four.

The admin panel

An Android app is only the customer side. Your team still needs somewhere to change prices, see incoming orders, and run promotions โ€” normally a web admin. It can be 30โ€“40% of the total. A quote that never mentions an admin panel is worth asking about.

How many integrations

Payment gateway, courier shipping rates, a link to your accounting software. Each one is roughly Rp3โ€“10 million, depending on how well the third party documents its API. Three integrations means Rp10โ€“30 million on top. That surprises people, but the work is real.

Offline mode

Sales reps driving between shops in the back roads of Sidoarjo or Mojokerto do not always have signal. An app that keeps recording orders with no internet and syncs them when the signal returns adds roughly 20โ€“30%. For a field team, that feature is rarely negotiable.

Android only, or iPhone too

Built with Flutter โ€” Googleโ€™s tool for writing one codebase that runs on both systems โ€” the app can ship to Android and iPhone at once. That typically adds 15โ€“25%, not 100%. So if a lot of your customers carry iPhones, decide at the start. Adding iOS later is almost always more expensive.

The Annual Costs That Rarely Make It Into a Quote

The build price is paid once. What follows comes back every year, and belongs in the budget from day one.

  • Google Play Console account: US$25 (about Rp400 thousand), one-off. Register it under the company, never under the programmerโ€™s personal name.
  • Servers and database: Rp200 thousand to Rp1.5 million a month at SME scale. This is where order and customer data lives.
  • Maintenance: around 15โ€“20% of the build cost per year. Google requires apps to keep up with the latest Android version annually, and an app left alone stops being discoverable to new users on the Play Store.
  • Apple Developer account, if you also ship on iPhone: US$99 a year.

Worked example for a Rp50 million ordering app. In year two, set aside Rp7.5โ€“10 million for maintenance plus Rp2.4โ€“18 million for servers โ€” call it Rp10โ€“28 million a year. If that number is uncomfortable, it is much better to know now than after the app is built.

Do not get caught out in the final week
A newly created personal Google Play account must run a closed test with at least 12 testers for 14 consecutive days before the app can be released publicly. Organisation accounts are exempt, but registering one requires the companyโ€™s D-U-N-S number. Put those two extra weeks into the launch schedule.

Building the Budget in Five Steps

You can do this today, before talking to any vendor.

  1. Write down the three things a user must be able to do in version one. Three, not twenty. The rest goes on a waiting list.
  2. Mark which of them need another system: payments, stock, shipping rates, accounting. Each mark is one integration, and one cost line.
  3. Decide who uses it. An app for an internal team does not need the polish of a public one and does not have to go on the Play Store, so it can cost far less.
  4. Ask for quotes broken down by module: Android app, admin panel, integrations, servers, maintenance. A single line reading "Android app: Rp60 million" cannot be compared with anything.
  5. Hold back 15โ€“20% for changes. Nearly every project turns up one or two requirements that only become obvious once people try the app.

Do You Need an Android App Now, or Later?

In our experience, most small businesses do not need an Android app in their first year. Customers rarely install an app for a shop they visit once a month. Their phone storage is already full.

At that stage a website that works well on a phone is often enough. It costs far less โ€” packages start at Rp1.5 million โ€” and there is no Play Store process at all.

An app starts to make sense when customers reorder every week, when a field team needs a daily working tool, or when you need something only an app can do: push notifications, camera, GPS, or running with no signal. The classic case is a Sidoarjo distributor whose reps still write orders on paper while system stock never matches what is actually in the warehouse. There, an app usually pays for itself in months.

Yes, usually built from a template or a subscription app builder. For testing an idea that is a reasonable choice. The trade-offs: features are limited to what the platform offers, the monthly fee never stops, and if you ever want to move, the data and the app may not come with you.
How long until the app is downloadable on the Play Store?+
The build is 6 weeks to 7 months depending on tier. Google review after that is normally a few days. On a new personal developer account, add 14 days of closed testing with at least 12 testers. So for a simple app, 2โ€“3 months from signature to download is realistic.
Who should own the source code and the Play Console account?+
You. Put it in the contract: source code handed over at the end of the project, the Play Console account registered to your company, and server access transferred with it. Without those three, changing vendors later means rebuilding from scratch.
